That of Bree Summers, most obviously in the parody mash-up of Terminator/Inspector Gadget as Penny, Gadget's neice and a little girl chopping off the wings of a pegasus. She is most noteable for playing Suzie on

The Kids Next Door, Foxy Love on
Drawn Together, Max Gibson on
Batman Beyond, Miranda as

Tiny Toon Adventures/Animaniacs/Pinky and Brain and Elmyra.. You might remember her from

Perhaps she was used in
Robot Chicken because she ACTUALLY was the voice of Penny in
Inspector Gadget (1983-1984) that was her first big voice acting gig.
